When facing such gigantic and fast growing structures as the mega-city, it is almost impossible with the current position and tools of city planners to take actions that will have a considerable impact. The issues raising from all the various parties being so diverse and often out of the designer's control, that the conceived project often offers a very different reality than the foreseen one.
